One of the most difficult modern economic problems is the problem of retail prices, which urgently requires overcoming serious deformations and distortions. Today, we need not only a scientific, but also a civic position on this issue. The author has this position, it is "not affected by the market and is based on an understanding of the relationship between the reform of retail prices and the profound restructuring of the entire system of value relations. The author has a negative attitude towards the widely practiced system of subsidies in retail prices, considers it necessary to significantly reduce them and then completely eliminate them.



Instead, a phased comprehensive program of restructuring the retail price system is proposed, designed for 5-7 years. The main elements of this program are:



improving the financing and crediting of the national economy at all levels with the withdrawal of "extra" money from the accounts of enterprises and associations that do not have commodity security;



revision of the entire income system of the population — wages, pensions, allowances, scholarships, etc.;



restructuring the system of retail prices and tariffs for services while avoiding a decrease in real incomes of the population.



The book logically concludes with a model of a new type of economic mechanism with the definition of a new place and the role of value relations. This model contains both the basic elements necessary to create an anti-cost mechanism, as well as a kind of forecast of economic development for the near future and a new type of economic mechanism.



The reviewed monograph is well-read and compares favorably with many monographs in the absence of samples of "high theory", which is expressed in a political economy "newspeak" that only a few initiates understand.



You can't agree with everything about the work. It seems that the author, without sufficient grounds, assigns the basic status to the contradiction between directly social, natural and commodity-money relations. This point of view essentially ignores the relationship of the main contradiction with the purpose and the basic law of the mode of production, property relations. This contradiction is based on the duality of the structure of socialist reproduction and reflects a complex of problems related to proportionality and planning. In other words, it has a different place and function in the system of contradictions of socialism. Of course, the main points of the controversy with the definition of the planned price as a monetary expression of the usefulness of products are not removed. The monograph also does not analyze such an important form of realization of commodity-money relations as the market. Reading the monograph repeatedly makes you want to argue. But even in this, that is, in the need for a healthy scientific debate, we do not see a significant advantage of the peer-reviewed work.
